Carter Avenue is a short street in Rio Vista, in the west part of Billerica, running about 360 feet from Nashua Road along the west bank of the Concord River, beside the Nashua Road bridge. Until 1988 it was Riverview Road. It was laid out under that name on the plan "Rio Vista, Billerica, Mass.," dated June 4, 1928, by George H. Wetherbee Jr., civil engineer, of Boston and Braintree, for the Rio Vista Co. (Plan Book 52, Plan 58, recorded August 9, 1928). On that plan Riverview Road runs north from Nashua Road between the river lots of Block 2 and the ends of Blocks 4, 5 and 6, whose house lots face Larchwood, Ivy and Pembroke Streets. The name, like Rio Vista itself, means "river view." A deed of November 1931 for three lots of Block 5 conveys "the land with the buildings thereon," bounded by Riverview Road. The street is not in the street guide of 1930 to 1931.
The annual town meeting of March 14, 1953 accepted "the laying out of Riverview Road, West Billerica, easterly about 300 feet from Nashua Road" as a town way under Article 118 and raised $400 to improve it, and the town's index of accepted streets, printed in 1956, gives "Riverview Rd.," "300 ft. from Nashua Rd.," with the date "3-14-53." Billerica also had a Riverview Avenue and a Riverview Street, and in the renaming of streets with duplicate names the selectmen voted on April 25, 1988, effective July 1, 1988, to rename Riverview Road, "1st right off Nashua Road north of Concord River," Carter Avenue; Riverview Avenue became Waterview Avenue and Riverview Street Stoney Drive. The origin of the name Carter has not been found.
The town has since bought the riverbank along the street. The fall town meeting of October 2, 2002 voted 140 to 0 to buy a 0.312-acre parcel on Carter Avenue for $15,900, which the town manager said would add to town land on the Concord River "and give river access." On May 8, 2018 the spring town meeting voted 131 to 40 to spend $266,000 to buy 8 Carter Avenue and a riverfront parcel for the Conservation Commission, and $20,000 to take down the house; the deed of July 17, 2018 describes the land as "located on Riverview Road (now known as 8 Carter Avenue)." With Community Preservation funds the town built the Katie Durand Memorial Park there, named for a Conservation Department assistant who died in February 2018. It was finished in 2024, with picnic tables, parking and a canoe and kayak landing on the Wild and Scenic stretch of the Concord River. Carter Avenue is not one of the roads of the 1831 map accepted in 2016.
